Throughout his career, Joseph Fox has managed the following activities: 

  • Facilities Engineer and Plant Operations Manager in hospitals and colleges for five years.
  • Energy Manager for the University of Albany for four years.
  • Energy Manager for SUNY for 26 years.
  • In order to help SUNY campuses reduce energy use developed processes and teams to conserve energy, using private companies, New York State Agencies and Public Authorities. Developed procurement procedures and teams to take advantage of deregulation of the electric and natural gas markets.
  • Intervene in rate cases before the NYSPSC, FERC, and participate in the Business Issues Committee of the NYISO.

SUNY has over 85 million square feet of buildings. SUNY owns and fuels aircraft, boats, and one ship. We uses over 1.3 billion kwh, 5.5 million DTs of gas, 1.9 billion lbs of steam, 11,000 tons of coal and wood, 6 million gallons of oil and 1.4 million gallons of vehicle fuel each year and have a total utility spend of over $240 million.

SUNY has reduced its energy use (BTUs/sq ft) by 40% since starting an energy conservation program in 1972. The cumulative cost avoidance of our efforts exceeds $1 billion dollars. SUNY has done about $180 million in energy performance contracts since the mid 1990s, and continue to do about $40 million a year.
